I've made this point before elsewhere, but I feel both the USA and the USSR 
lost the cold war.

But in general, seeing abandoned lands as a new frontier makes a lot of 
sense. But ultimately, the abandonment of a modern city is not so much about 
physical issues, as it is about social issues.
