Not necessarily. California is a textbook example of what happens when
a government is completely captured by a single political power
structure over the long term. And once they captured it, they rewrote
all the rules so that it would be effectively impossible to remove
them.

Most other states still have political diversity, and the US as a
country is too geographically and culturally diverse for something
similar to happen easily at the Federal level. It remains to be seen
if the current bout of fiscal mismanagement, incompetence, and
corruption at the Federal level subsides. It would be even better if
something resembling genuine fiscal competence happened, but a sane
person would give very long odds on that outcome.
