As the design and adaptation in the process are cumulative, all it needs 
is one or two developers to have a user interface 'itch' and start the 
development down that path.  The motivation is thus no different to the 
motivation to write any other aspect of OS software.  Plus the end 
result is not coordinated by the commons, it is selected by the commons 
- thus the users and developers become akin to the environmental factors 
in ecology; selecting the version of an operating system that is 
'fitests' for their needs; which will include aspects of usability and 
aesthetics.
