Hello All,

I've written the first draft of:

Here are the needs of this article that I see:
- more accurate breakdown of the components of policy production
- more examples of collaborative writing and design of policy
- examples of the peer production of other components of policy production
(e.g. how swarm lobbying could help peer-produced policy get passed)
