Michel,
I doubt there are any P2P aspects to Ocean Thermal Energy Conversion (OTEC)
itself. I think the way its structure and education functions can be
governed could be P2P, but that would take great care.
Panarchy is interesting with regard to OTEC in the formation and governance
aspects of building the plants and supporting the idea of building the
plants. I wonder if anyone has ever formed a corporation where the number
of shares owned is limited to a small stake...surely this has been done.
But I am not sure how.
P2P ownership seems at odds with a significant individualist tone in P2P
areas. But I think cooperatives like micro-investment coops, etc. are
underresearched. A lot of the time the political impetus for P2P comes from
the socialist framework or the libertarian framework. These groups tend to
be suspicious of corporations. I personally believe the answer is not to do
away with corporations, but to improve the ways in which they are governed.
