This is strictly related to the Telecoms Package. The Package can't do
anything against such behaviour. What's more, it is reasonable to think
that BT will force prices and certain QoS on interconnections in order
to prevent migration of its customers to competitors.

This is clearly the death of Net Neutrality and the BT behaviour should
be used to prove all over Europe that what we have been saying for
months and months is sadly and dangerously true.
