Stephan Wolfram talked about some similar ideas, that you could use
generative computing models to create variants of every possible
scenario. Of course, then the problem is that you'd have to have a way
to analyze all of the output.

The theory is interesting, but we are nowhere near anything like the
computational power/capacity/energy that would be required to do this.
