True enough.  And one reason the known problem hasn't been dealt with
is that the Pentagon assumed Al Qaeda wouldn't be smart enough to
exploit it.

Reminds me a bit of Cory Doctorow's description of the music
industry's approach to DRM:  it just has to be good enough to thwart
the average user, because the geeks who can break it aren't a
significant source of loss.  The problem is, this completely ignores
the phenomenon of stigmergic effort:  it may take a lot of effort for
the geeks to figure out how to exploit the weaknesses of the system,
but once they figure it out they can promulgate it among the grandmas
with little or no transaction cost.
