Well, I'm not sure what you mean by "this free labor"?

That's a good issue I have ignored about the role of taxes to structure the 
economy. I guess you could tax assets involved in different purposes at 
different rates (a personal real estate rate, a tobacco company rate, and so 
on), but it is not clear if that really needs to be done?

I'd suggest just fining the industries involved in socially problematical 
endeavors?
