The March issue of the OSBR is now available at the OSBR  <a

editorial theme for this issue is "Procurement". From the table of contents:

Robert Charpentier from Defence Research Establishment Valcartier describes
the results from one of a series of studies studying the benefits of
incorporating open source usage within the Government of Canada.

Carlo Daffara, the Italian member of the European working group on Libre
software, discusses the preliminary findings of the OpenTTT project which is
studying how small to medium enterprises can overcome barriers to open
source adoption.

Dave Stephens, CEO of Coupa Software, introduces e-procurement software and
how open source is leveling the playing field for this category of software.

Glenn McKnight & Evan Leibovitch, independent open source consultants,
describe the "quiet evolution" of open source within Canada.

Murray Stokely from the FreeBSD Project provides some statistics into how
Google's Summer of Code benefits both the students and the projects who
participate.
