It's pretty easy. Create a flickr account, upload a graphic of a continent.
People can then select zones and make links from them. Take a look at the
cooperationcommons account on flickr and you'll see what I mean.

Perhaps you could initiate one map per continent? or one whole map? I think
continental might be more manageable, as navigation demands would be
