Variable donations create the problem that the people who give more, cannot
get more because the other donations do not create an adequate pool. The
solution is in my opinion to divide up each EUR 5 donation as a separate
virtual person, with equal rights. So each donation gives you right to the
same amount of the pool money as everybody else, but you have x more chances
to get it.

I also think though that the second part for projects should be 'simple' and
not emulate business investments. In my mind, you would state an intention
and delivrable, and only go into more details if it helps to draw in more
people, but not as a 'a priori' requirement. The system would be based on
trust. If the community sees that the money has been well spent, and
intentions carried out, it will continue to 'agree', if not, it won't ...

yes, let's start it very simple, as a means to get simple modular processes
going,  if we then get 'a lot of support', we can adjust our procedures in
the way you suggest

for that 15%, we could use a simple lottery, and choose say a different set
of 3 to 5 people every year.
