If you want the chains to stop attacking each other, change the POW algorithms. Then it wouldn't matter if one chain was longer than another, each fork would select the best chain according to their valid version of POW algorithm. If Bitcoin Core loses miner majority to XT this is probably what it will have to do to maintain security of its chain.
