Quinn's Test?

Hello fellow extropians, I am a student at the Marquette
University in Milwaukee in engineering, but I very interested
in the feild of nanotechnology, although it will likely be 10
years before there are real jobs in nanotech.

I was recently in the library surfing the net and I came
across a short paper (somewhere on the web, but i forgot to
write down the http) which was discussing Quinn's test of
nanotechnology.

Does anyone have any information about this? Quinn's test was
a simply way to evaluate if nanotechnology has come of age at
any point in the future.

If anyone knows anything about Quinn's test, please let me
know.

Also, does anyone know anything about brush robots from the
book Mind Children by Moravec?
