This is the premise behind L.E. Modesitt's SF/Fantasy Recluce series. In
it, physics as we know it are warped a bit in that chaos and order are
recognized "magical" forces that people can sense, and some can
psychically manipulate. This leads to White (chaos) and Black (order)
magicians. Naturally the chaos wizards are the bad guys.

How would one go about constructing an entropy pump???
