Seems to me Dvorak ignores clear signs of the Web's robust and healthy growth,
with wide band leading the way and fatter pipes being installed all the time.
Just as musical notes have to decay, so too Web sites expire... otherwise you
end up with noise. Content is still king on the Web, and the sites with the
best content are doing fine.
The Web has always been unbalanced.
Perhaps this koyaanisqatsi is what Dvorak mistakes for entropy.

BTW, IP on the Web could be more extropic than entropic.
