No, nuke EMP bursts are very unspecific. They're strong, but they're
very brief and very white spectrally. A monochromatic RF source easily
outshines a nuke on a given frequency. Similiar bursts occur wherever
energetic charged particles are braked down rapidly. On Sun's RF
background, nukes on Earth are utterly invisible.

The most questionable SETI assumption is that you'll want to send EM
instead of dropping by in person.
