Actually, I think that churches get it even worse.

There's a special classification of nonprofit devoted to lobbying, which I
believe has different tax laws. I believe that's why Foresight had to split
off the Center for Constitutional Issues in Technology. ExI would have to do
something similar before they were allowed to so much as issue position papers
on legislation(!).
