I think it was Buckminster Fuller's World Energy Grid idea, there is likely much more about it on Fuller-related websites. I don't know about the fairyland part, but he did point out that this kind of international trade/networking would make wars less profitable.

Of course, global energy networks might become unstable due to speculations.
