I have a book at home by industrial designer Victor Papanek called
if I remember "design for the real world". In it he had the idea
for a very simple T.V. that could be manufactured inexpensively.
These could be distributed readily during or even before such
operations as we are about to attempt.
A series of television transmitters (aircraft?) could then transmit
information about what is actually occuring, and could be used as
an educational tool by the follow-up U.N. organizations.
Parachuting "Freeplay" radios might be a good way to start.
