This is standard terrorism ideology---
1. hit soft targets -ones that represent what you are against
2. cause as much chaos as possible (that is why an office building not the
Statute of Liberty)
3. cause the state you are attacking to overreact in the long run (eg to
become a police state, to put into place so much security it weakens the
social and economic life of the society) and then it's own citizens will
turn against it in the long run.
