For similar yucks, read "The Good Soldier Svejk", by Jaroslav Hasek. One
of the classics of 20th century Czech literature; it's hero, Svejk, does
pretty much what C. did (only by being a gifted idiot rather than an evil
genius). And he did it during the first world war.
Which just goes to show that some types of bureaucracy never change ...
(BTW, C. was most startled when I told him about Svejk.)
