Mike, what can I say, a breeder by definition does not reduce the amount
of plutonian, it does not even run on plutonium it runs on uranium, it turns
common U238 into plutonium that's precisely what we do NOT what to do!
What's needed is simply a reactor that burns plutonium, and if you're not interested
in efficient power generation or breeding a reactor can be made quite safe.
And again, if Bush could make a case that he was doing this for environmental
reasons he certainly would have loved to do so, but he knew he could not.
