I can't help but comment on this, because it seems very un-extropian:

It seems to me that more free immigration, rather than more restrictions on
the movement of people, is consistent with the Extropian Principles.
Extropians see people as a positive thing, and are intent on "growing the
pie" of over-all wealth, rather than trying to make state-enforced rules
that exclude participation in it.
While I'm at it, may I inquire how intentional your nom de plume is? While
the elder of the two Grachii did engage in some laudable attempts to expand
participation in the economic wealth locked up in state lands with his
agrarian policies (which seems inconsistent with the restrictive immigration
policies you seem to advocate in your post), he did so at the cost of the
rule of law in Rome. His blatant grab for power in seeking re-election to
the tribuneship, a breach of the long-standing Roman political tradition of
"term limits" led to the first political bloodshed in the Roman forum in
three hundred years and surely marks the beginning of the end of the
republic.
