It is irrelevant to the assertion that a small number of weapons of mass
destruction can be brought into the country clandestinely, especially
considering the resources of a government, even a small one, or terrorist
groups (which typically transport weapons and explosive without problems
along their underground channels).

The reason we haven't seen this done is that the necessary mix is rare.
The longer you wait, the more agents are involved and the lower the
threshold for acquisition (whatever the WOMD, there's a trend both for
proliferation (quantity) as well as emergence of new WOMD types (quality))
the higher the probability of the event occuring.
