Well actually I was thinking that the "searchlight beam of light" would
make an OTEC "like" power plant possible anywhere in earth's
atmosphere....considering the thermal difference between said place and 4
degrees Kelvin.
So it's possible huh?.........just minor engineering details to be worked
out...
