The Star Wars world isn't anti-extropian, but it is not a rational place either. It is really the land of myths but with starships. And in myths wishing can work; rational planning doesn't fit in the mythical framework (other than as abbreviated as "he was a wise king" or instances of cleverness a la Odysseus) while "go with your feelings" fit in well since myths deal very much with our feelings and feelings of meaning. In the Star Wars world there is no real progress or change, just history. It is a kind of dreamtime.
