I haven't had time to read the entirety of the paper yet, but I would
question discounting the zero point field entirely. There is a non-trivial
amount of experimental evidence that strongly suggests its existence.
Additionally, a ZPF
"enabled" modification to GR can be shown to radically simplify several
controversial or unverifiable areas of GR as well as account for several
phenomenon which are currently unexplainable under GR.
It is an interesting read though, and appears to be technically acceptable
in general (I have been jaded by the net publishings of too many armchair
physicists). I will have more substantial comments after I have had time
to read and analyze the whole thing.
