For the same reason that a program does anything, because it's
built that way. Now I know that you contend that writing such
a program may be vastly more difficult than anyone thinks, but
that's a different question.

You neglected the possibility of read-only. I hope that my
frozen brain (if, alas, it comes to that) stays around long
enough for quite a number of higher fidelity scans to be
made and set running.
