Other techniques besides code phrases include the leaving behind of some
signature token (also kept out of the press) or the description in the
communiqué of details of the event that match (kept out of the press if
possible). That ties the act tighter to the claimant. The code phrase
ties some claimant to the communiqué.
So the question becomes: what's wrong with the Visalia picture? Did the
media lie about the claim that accelerants were used? Did the LE folks
lie about them not being present? Was the communiqué a fake? Or was it
genuine, but its mention of accelerants some sort of disinformation?

I do recall one Earth Day a few years ago when we had a power outage. I
noticed the coincidence, and guessed what was later reported--some
E1!sters had dynamited a power tower. Or that was the story later. At
the time, it was just reported as "a line down". Riiight.
What with the recent power problems in CA, this could happen again.
