Its fairly easy, on Mars you bump up the concentration of greenhouse gases
and lower the albedo, while on Venus you lower the greenhouse gas concentration
and bump up the albedo. You can do a lot with just painting parts of the
planets white or black. Then if you have the resources plan on circulating
the oceans between the equator and the poles if you want more uniform planetary
temperatures.
