Another idea is to promote technologies which produce a form of pollution which negates greenhouse gasses....a first generation form would be simply to genetically engineer plants to be far more efficient converters of solar energy in their photosynthetic processes, thus leading to increased crop rotation, increased oxygen output, etc.
