I would call that "physical law". DNA isn't a blueprint, it is more like a recipe ("If there is more than 4.3 nanomolar of protein 346367, produce protein 34671, 233211 and 2675"), and development unfolds according to local selforganizing processes. The universe unfolds according to the local application of physical law ("The electromagnetic field at point x will change to the following depending on the electromagnetic field at the surrounding points: <Maxwell's equations>").

Lee Smolin and Linde has proposed the possibility of evolution of universes. Some aspects of physical laws may depend on spontaneous symmetry breaking, so if our universe can produce other universes (for example by formation of baby universes in black hole singularities) then these would have other "DNA2". And if their laws still remain somewhat similar to ours, then it is not unreasonable to think that there is an evolution process selecting for ability to create child universes.
