You mean the existing countries are (on average) too small?
I would say the problem is rather that too many countries have
central authorities.

Please, let's distinguish:
country (territory)
nation (maximal self-identified distinct set of people)
state (monopoly of legitimized coercion)
sovereignty (any entity with no overlord)
