"Sure the Constitution has its problems, but it's better than what we
have now!" I don't know where this quote comes from.

Unfortunately, modern U.S. law does not seem to respect the doctorine
that all freedoms are granted except those specifically prohibited.
Rather, in this case it will probably be deemed that cloning is a
medical procedure. All medical procedures are generally prohibited by
the FDA until they are proven to be safe and effective.

As to whether this position is actually legal in the United States is an
exercise left to the reader.
