This sounds like the 'proprietary community' idea which I've read about in
the past, and which Friedman touches on in 'The Machinery of Freedom'. In
this case the community is more like a hotel than a modern town, in that
it's owned and protected by one organisation and those who wish to enter
must agree to abide by a certain set of laws. The intention being that
competition will eliminate those communities which choose excessive laws.
