It is not avoided. It is necessary for the system to work. Operating at
the 7 hz base or other higher harmonic of the Earth, a power transmitter
operates as an RL tank type circuit, which is highly efficient, between
ground and the atmosphere.
This is really rather basic. ANyone who has ever snagged power from a
power line with a coil knows how to do the recieving. The reason why
most EM power transmissions are attenutated over distance is because
they do not resonate with the earth due to their higher frequency.
Anyone who has studied the HARP program knows that this sort of scheme
works. HARP will be useful not only as a communications and remote
sensing device, but could be used in higher power versions to control or
change the weather, or even be used to transmit power as needed.
