Yes, human-competitive AI scares many people, including some of those who make
laws... which is why I think it has a good chance of being banned. Experiments
with cloning humans have already been banned, and that kind of research is
mild compared to building robots with human-competitive intelligence. The
answer to the question of who owns the technological phase transition will
decide whether there will be one at all.
