Proposition 36 passed and required probation and drug treatment not
incarceration.
A more interesting proposition was proposition 23 which did not pass but
would have added "none of the above" as a ballot option. It had no real
impact because if none of the above won the position would not remain empty
but the next runner up would win. It would only work if the position
remained empty.
