Looks that way. I would have to believe the FBI can't publish
a living person's file, though you would have to read the FOI
act to be sure. It must be online someplace.
Since I think the FOI allows you to request the files of people
who have been dead (for a certain period?), the FBI probably
figured making them generally available was less work than
fullfilling the requests of every curious person that comes along.
