I believe Lee may have commented on the "good news" of the FDA
dragging its feet approving thalidomide, so the British got to discover
its harmful effects on pregnant women.
I'm pretty sure that at that time (1950s?), it was not generally recognized
that there were drugs that could affect only the development
process (teratogens). So it is doubtful that either the British
or the FDA could have caught it.
