Yes it would be engineering.
Physical != Physics.
The equation for thermal conductivity is not a physical thing (ignoring the ink it is written with) but is Physics.
An engineered quantum information processing system would not be physical, i.e. If you look at slices of the brain you will not see it.
But also if you measure neurons firing you will not find it, because measuring will show you only a classical snapshot and this "Information Machine" - if it exists - does so between measurements.

Why not? If magic can be described by equations then it's not magic any
longer, it's engineering.
