If we had more than one equalish advanced AI, then an AI would not be
able to predict the actions of a human because they may be predicated
on the actions of the AI, which it cannot predict.

These are strange rational humans that you have. I think most humans
will stick their fingers in there ears. Because part of the fun is in
the signalling itself.
