Run every possible computation. A program that will enumerate all
possible programs need only be very short and simple, like a program
that enumerates all possible English sentences, and just as some of
the sentences will turn out to by chance to make sense, so some of the
programs will give rise to self-aware substructures such as us. Of
course, you need an actual Turing machine and unlimited runtime to do
this.
