I think you are making a fundamental error in ascribing algorithmic
complexity to evolution. The results of evolution are complex, but the
mechanism of evolution itself is simple optimisation. As pointed out by
others, optimisation does not imply intelligence (e.g. water running
downhill optimises the energy-state of the water).
If evolution were truly complex then we would see behaviours such as
planning. I am not an expert on evolution but I don't see any evidence
of this.
