Problems with the methods of dealing with the deviants are examined, and a new institution is proposed to help solve them. I. Deviance Persecution Market Failure A. Deviance Chronically, posts have been contributed to the Extropians List (known as the List hereafter) which have deviated from the Extropian Line. As all True Believers in it know, the Great Extro has revealed these truths to a few special Extropians, and anyone who deviates from them is to be presumed evil until he or she proves themselves worthy of being accepted into the Extropian Fold. B. Persecution Unfortunately, these deviants have been persecuted inefficiently. Most of the persecution is in an ad hoc manner somewhat akin to tag-team wrestling matches, where some True Extropian volunteers to perescute the deviant until he or she can tag off on another True Extropian volunteer persecutor. C. Expectations - "No One Expects the Spanish Inquisition!" M. Python Furthermore, there are no clear expectations about this. Contributors to the List don't clearly expect to be held accountable for any and all deviation from the Extropian Line, nor do they have a clear expectation of what kinds of deviation and/or how much of it will be punishable by persecution. Additionally, there is no clear expectation that anyone will carry out the persecution as it is their Extropian Duty to do. There is no chain of command or hierarchy or order of priority of whom this duty defaults to, nor are there any guidelines for persecutors to follow on pain of their own persecution. D. Deviance Prevention Failures All methods of deviance prevention have failed, from a lenghty list of suggested reading, to internal list rules which readers may sue offenders for breaking, punishable by ostracism, to "Strong" or "Asbolute" List Administration, to the latest decentralization of list administration in the form of the new software. The last is the most successful of the attempts thus far, so it bears further mention. By making each reader able to select what kind of messages he or she will get, part of the List administration has been decentralized. This benefits the List Administrator, since he doesn't have as much work to do (and doesn't get blamed for failing to please everyone with his valiant efforts), and the reader, since the reader is able to "customize" the List, in effect getting the List tailored to fit his or her own interests. However, deviance persists, as evidenced by the continued persecution of posts that no one had to even read because they were able to exclude them by subject or poster. Clearly, making it possible to prohibit yourself from even getting deviant posts isn't enough. We must have a way to persecute deviant posts to others, as well. II. Solution through Institutional Intervention A. Correcting Market Failures All True Extropians know that when there is a market failure, it must be corrected by the interventionist policy of a central authority. This has proven so successful in other markets that we ought to have no trouble implementing it in the market for deviance and its persecution. B. Institutions Unfortunately, we have no such central authority as yet, so we'll have to make one up. In order to overcome the co-ordination costs and free rider problems of deviance persecution, we'll all have to unite in establishing an institution which will provide the public good of deviance persecution, which will eradicate deviance from our midst one and for all! C. The Extropian Inquisition What we must set up is a Holy Extropian Office of the Inquisition, which will be run by those privy to the revelations of the Great Extro, who will then order their underlings to codify the Extropian Line such that it will be fit for mere mortals, develop formal procedures for notifying potential contributors not to make deviant posts and for the persecution of those that still persist in their deviance. The Extropian Inquisition will come up with schedules of controlled topics and appropriate punishments for deviance. The Great Extro will accept applications for staffing the Office effective immediately. News, there was an article with the headline "New interpretation says theses are records, not research tools." To quote from the article: "The Federal Department of Education has ruled that master's and doctoral theses--research papers normally bound and put on the shelves at schools nationwide--are student 'educational records,' much like grade reports. That means that they can not be checked out of libraries, sent to faraway researchers, or called up through computer databases without the author's permission, the News & Observer of Raleigh (N.C.) reported." The article goes on to say that making theses and dissertations available for public use without the author's permission is a violation of the Federal Education Rights and Privacy Act. Ways to comply with the law include having current students sign a waiver, tracking down former students to get permission, or taking authors' names off theses (this last has interesting implications for cataloging!). There are obviously many implications for libraries here. I'd like to know if this has been publicized elsewhere, and what thoughts people have (aside from utter incredulity) on this. (FYI--this was an Associated Press story from out of Raleigh, N.C.) In #93-8-766, Jamie Dinkelacker worries about the recent revised interpretation of the privacy laws. From now on, dissertations are considered part of one's educational records and are to be regarded as private, and hence, not automatically subject to public review. I read about this and also thought it was strange. We'll soon hear all the arguments about how universities are engaged in a "search for knowledge" and about how the revised interpretation is "completely at odds with the mission of the university" blah blah. I'm not worried about this. Look, if I'm a university, I can say to my Ph.D. candidates: "we'll only give you your doctorate on the condition that you release your dissertation to University Microfilms and to the library for borrowing by anyone who wants it." Then, if you want your degree, you consent to the arrangement. A dissertation is a publication, of a sort, and maybe this ruling isn't so bad. You "publish" it in the context of working in a university environment. They can dictate some terms for giving you a degree. If they insist you release your "records" (i.e., your dissertation), you should. And academics can stand on the sidelines cheering your university's demand and your polite cooperation. Besides: why should people have _automatic_ access to my work? If I spent years rummaging through excrutiating works on philosophy, all in order to synthesize a "New Contribution" to the body of philosophical knowledge, I don't see why anyone has an automatic claim to look at it. On the other hand, if I dare to seek a degree from this fine university, I had better work and play well with others. This means, if I want my doctorate from UNC, I should be prepared to play by the rules of the academic game. So, I would sign a release. We do this now with soliciting letters of recommendation; you're expected to waive your rights to review your letters when you ask someone to write you a letter. You're expected -- but you aren't required. Things might get sticky when it comes to public universities. (Don't they always?) Some folks may speak of a "right" to a Ph.D., meaning, a right to a doctorate without granting the world the usual rights to access your work. Such a right is a crock. Those who think that way should go make their own universities. If they don't like the rules of the academic game, they should change them (nicely) or not play. Now I should stop procrastinating and get back to work on my doctoral feces. Brush and floss regularly. Andrew I. Recently, I came up with a 'great' idea: to register trademarks for 'Hexium', 'Septium' and 'Octium' so that Intel would either have to change the naming for its x86 - Pentium line, or pay me to give those trademarks up. Then I dropped this idea as too cheap and dirty. Maybe, I was wrong... Today I was told (there seemed to have been an article on it in NY Times) that somebody patented a 'method' of typing letters on the touch-tone phone by pressing a corresponding key 1,2 or 3 times depending on the place of the letter in the 3-letter set. (e.g. 2 means 'A', 2-2 is 'B', 2-2-2 is 'C'). >From now on, for the following 17 years, everybody willing to use this great method will have to pay royalty to its genius author... The article also contained some other examples of such patents, like a patent for banking by phone, etc. Did anybody read it?
