I don't think the difference between the students of the suburbs and the
inner city is genetic so it must be environmental, and that's what must
improve. Good teachers should always make more money than bad
in every school. You can't distinguish between the two by looking
at the teachers degrees, you do it by observing the results of their
teaching. Can you tell me a better form of feedback?
