What exactly are these regularities and why are they not present in the
neocortex? We must begin (as have you and Matt, it seems) by assuming that
there are at least gross similarities between brains. All normal human
brains have certain structures in about the same places which process the
same sorts of information. Is the claim that there are no intra- or
interspecies regularities in the neocortex?
