"Collective Stress"?

I would place the blame on the fact that centralized power, creates situations
where there is a lot of power without accountability attached to it. And those
who have the power feel free to toy with the lives of those they rule. They may
chose to conduct social experiments (like our government), mass genocide, or start
wars; all on a whim.
