Two possibilities for finding human translators:
1. Many publishers, if approached with a good enough case for it, will
take on the translation of a book into another language. The author can
request it.
2. There exists some sort of 'translation central' service on the
internet, where a request is posted onto a list, and a freelance translator
takes on the project. I had met a freelance translator once who gets all
of his work in this way, but he didn't mention where to find it.
